For the section statement of the CMC Objective Statement, "to provide links to bibliographies in the field", the web specification would include a list of URLs to be provided. Like the objective statement, the web specification may change over time if the objective statement itself changes or if web resources are added, removed or change location.
It is at the web specification phase that the required skills are exposed. For example, if forms are going to be used, then knowledge about forms and CGI programming must be available. The specification may also explicitly state what is not going to be used - for example forms may not be used because not all browsers support them.
